What Is JUUL?

Juul Labs Inc. first introduced its electronic cigarette brand in 2015. The manufacturer initially marketed  Juul as being a safer alternative to smoking. However, one cartridge contains as much nicotine as one pack of cigarettes.

Juul works by heating a liquid when the user sucks on the cartridge. The user then inhales the vapor it creates. The device looks like a USB flash drive and can fit in the palm of your hand, unlike the bulky designs of other e-cigarettes. This has made it a popular choice for current and former smokers.

Cartridges used to come in multiple flavors. However, reports that these dessert and fruit-inspired flavors targeted young people, particularly teenagers, resulted in the manufacturer discontinuing most of its JUULpods. Now they only sell Menthol and Virginia Tobacco cartridges.

Despite this change, children still use Juul. It’s much smaller than most e-cigarettes. That makes them easier to hide from parents and teachers. Although the manufacturer denied marketing its product to teens, it’s hard to ignore the fact that it seems like a popular choice among the younger generation.

In 2020, the Centers for Disease Control and Prevention received reports from every state, the U.S. Virgin Islands, Puerto Rico, and the District of Columbia, regarding 2,807 hospitalizations or deaths associated with EVALI. Laboratory testing identified a link between these cases and vitamin E acetate, the additive in vaping products containing THC.

Teenagers seemed to be the age group most affected by EVALI. Minors often purchased e-liquids from manufacturers and sellers that added vitamin E acetate to their products. The teens didn’t realize the lack of regulations on vaping and the harm they could suffer by purchasing products from these companies. Additionally, many children were unaware of the risks they faced from inhaling vaping products containing THC.

FDA Regulations for E-Cigarettes

Despite the requirement for manufacturers to submit a premarket tobacco product application (PMTA) to sell e-cigarettes legally, the FDA failed to enforce this for many years. However, a new court ruling required all manufacturers to submit an application by September 9, 2020, for their products, e-liquids, and components if they wished to remain on the market.

Juul Labs is one of the manufacturers that submitted a PMTA to the FDA. It included scientific evidence supporting its JUULpods, flavors, and nicotine concentrations. The company also developed a research program to show the benefits of its products and the potential for reducing harm suffered by cigarette smokers that switch to Juul.

The FDA must review all applications and determine if they approve or deny these requests. Any company with a rejected PMTA must remove its products from the market immediately. If they don’t, they could face enforcement by the FDA.
